COMPULSORY VACCINATION IS COMING TO NEW YORK STATE KIDS UNLESS YOU ACT NOW! WE HAVE 5 DAYS Under proposed Assembly Bill 10942, NY surrenders its control of public health and makes every vaccination recomended by the CDC's Advisory Committee on Immunization Practices mandatory. For the first time, vaccination of infants and toddlers becomes mandatory. Under this proposed law, there will be NO exemptions for any reason. Why is New York giving away its rights to determine public health standards? European Parliament passes far reaching DU resolution in landslide vote The European Parliament has passed its fourth and most far-reaching resolution yet against the use of uranium weapons. MEPs have called for an EU and NATO-wide moratorium and global ban. 22 May 2008 - ICBUW The resolution reflects an increasingly outspoken position from the European Parliament on the issue of uranium weapons. It begins with a call for EU member states to submit reports on DU to the UN Secretary General in line with last year's General Assembly resolution and classifies DU along with cluster bombs and land-mines as inhumane. In response to the wealth of new information on DU's threat to health, it then requests that the European Council and Commission launch studies into areas where DU has been used.
It then calls for a halt to the deployment of military and civilian personnel in areas where DU has been used and urges member states to provide information on DU hazards to service personnel and civilian organizations.
The resolution goes on to request that an environmental inventory recording the use of uranium weapons is set up and that a financial mechanism is put in place for victim assistance in contaminated areas. EU and NATO member states are finally urged to impose a moratorium on DU's use and to redouble efforts that may lead to a global ban. Moreover it calls on the EU to take a lead in working towards this goal if a link is made between uranium weapons and ill health is proved. The resolution was proposed by the Greens/European Free Alliance. ICBUW acted in an advisory role during the drafting of the text.

Charleston Gazette Vets taking PTSD drugs die in sleep Hurricane man's death the 4th in West Virginia By Julie Robinson May 24, 2008

A Putnam County veteran who was taking medication prescribed for post-traumatic stress disorder died in his sleep earlier this month, in circumstances similar to the deaths of three other area veterans earlier this year.

Derek Johnson, 22, of Hurricane, served in the infantry in the Middle East in 2005, where he was wounded in combat and diagnosed with post-traumatic stress disorder while hospitalized.

Military doctors prescribed Paxil, Klonopin and Seroquel for Johnson, the same combination taken by veterans Andrew White, 23, of Cross Lanes; Eric Layne, 29, of Kanawha City; and Nicholas Endicott of Logan County. All were in apparently good physical health when they died in their sleep.

Johnson was taking Klonopin and Seroquel, as prescribed, at the time of his death, said his grandmother, Georgeann Underwood of Hurricane. Both drugs are frequently used in combination to treat post-traumatic stress disorder. Klonopin causes excessive drowsiness in some patients.

Carbon offset trading fraud -- huge criminal activity

From Rosalind Peterson Please help us defeat U.S. Senate Bill 2191 being debated in the Senate this week. Thank you!

June 6, 2008 Senator Boxer’s Bait & Switch Bill Click here to see the complete text of Senator Boxer’s substitute Climate Security Act Bill S3036.

This change is a “bait and switch” tactic by Senator Boxer, to pass almost the exact same bill as #2191, on June 6, 2008. Since no one will be opposing #3036 because this change was not made until the end of Senate business day on June 5, 2008.

This substitute bill will be debated on the floor of the U.S. Senate starting on Friday, June 6, 2008. Please note that this bill has a few differences from the one below but has essentially the same wording and problems as #2191, which was debated all week.

The U.S. Senate has been debating U.S. Senate Bill 2191 this week. Click Here to see the text in U.S. Senate Bill 2192 which is being debated on the floor of the U.S. Senate between June 2, 2008, and June 5, 2008 (maybe longer).

Now, Senator Boxer’s Substitute Bill 3036 will be debated on Friday, June 6, 2008.

This Cap & Trade Bill will fleece the American Taxpayers out of $Millions of dollars to set up a private corporation, the Climate Credit Corporation, that is under no Congressional oversight, to buy and sell, unregulated (and mostly bogus), pollution credits to polluting corporations, enabling them to pollute more by purchasing or getting guaranteed banking loans (helping the banking industry), to purchase credits.

Another new board will be established if #3036 is passed: the Carbon Market Efficiency Board, the term of a board member has been changed to where a board member could serve for 14 years.

The rules and regulations within this bill will lower the standards set under the Clean Water Act to allow for questionable carbon sequestration which Congress knows is polluting or they wouldn't have to lower these standards. The buying and selling of bogus pollution credits will not be regulated under this bill. It is like having the American taxpayers fund a worldwide gambling casino. And it appears that nothing will happen until 2012, doing nothing to implement the reduction of air pollution for four years while the taxpayers fund this new private, unregulated corporation. We know that many financial markets, like the oil futures markets, are unregulated. This system will operate under a similar scheme. In the end the taxpayers will pay because corporations will transfer their costs to consumers with higher prices, goods arriving from other countries will have higher prices due to emissions charges, and we will fund this corporation as well. This will to speculation in the emissions credit markets and will enrich those industries that are not polluting, giving them money for the credits they sell. The American taxpayer fleecing will be complete if this bill passes. The self-reinforcing bubble market that the buying and selling of emissions credits will eventually collapse and then the taxpayer will fund that collapse. This cap and trade bill provides no climate security nor does it lower any air pollution emissions. It opens the door to speculators which will cost Americans both in the products they buy and also in the taxes they pay. This is a double or triple tax. If our elected officials want to reduce pollutants all they need to do is set standards for polluting industries to meet, under the EPA, and have them enforced. Polluters who continue to pollute each year would pay heavier and heavier fines to the EPA who can then redirect the money to technologies that will reduce air pollution.

This bill does not speak to alternative means of transportation, bullet trains, or funding any other alternatives. This bill is a regressive tax on all of us without funding the alternatives that are need to reduce our carbon imprint. When you raise the taxes on gasoline, diesel fuel, home heating fuels, etc., you increase the price of basics like food and clothes.

And where does this wealth set up a private Climate Change Corporation that will use our tax dollars to allow polluters to pollute more by purchasing bogus emissions credits in an unregulated money market scheme. This bill is not helping reducing our use of oil…there are few if any realistic alternatives at this point…it is about the redistribution of our tax dollars to speculators in this money market scheme. Our first solution is to defeat U.S. Senate Bill 2191 today by calling this toll free number (1866) 220-0044 and letting your elected officials know how you feel about this bill. California Senator Boxer is a driving force behind this Climate Security Act sham and California Senate Feinstein has refused to take a public stand so far on this legislation.

If we don't take action today this bill will pass and our tax dollars will go to fund a private corporation, the Climate Credit Corporation, while air pollution that impacts climate change will continue unabated.

Carbon trading won't work / Los Angeles Times Article

Experiments with the market scheme favored by Schwarzenegger shows trading favors big polluters without curbing global warming gases.

By Michael K. Dorsey, MICHAEL K. DORSEY, assistant professor on Dartmouth College's faculty of science, teaches in the environmental studies program. April 1, 2007

Economists, some environmentalists and a growing gaggle of politicians are pushing a grand strategy that a market mechanism — known as "carbon cap and trade" — can rescue us fastest from a climate catastrophe. But early evidence suggests that such a scheme may be a Faustian bargain. Gov. Arnold Schwarzenegger is one of the chief proponents of the market view. He has joined the governors of Washington, Oregon, New Mexico and Arizona to create the Western Regional Climate Action Initiative, which "sets the stage for a regional cap-and-trade program" that he hopes will serve as a model for a national program. The Kyoto Protocol, which went into effect in early 2005 (but which the United States has not signed), also endorses this approach. Carbon cap and trade works this way: A group of nations (signatories to the Kyoto Protocol) or a group of states (the five Western states in Schwarzenegger's plan) cap their carbon emissions at a certain level. Then a government agency, such as the European Union or the California Environmental Protection Agency, issues permits to polluting industries that tell them how much carbon dioxide they are allowed to emit over a certain time. Companies unable to stay under their cap can either buy permits, or "emission credits," on a trading exchange, which allows them to pollute more, or they will face heavy fines for exceeding their carbon dioxide targets. Firms that are able to come in under their caps can sell their excess credits on the exchange. Thus the right to pollute is a commodity bought and sold in a market. The idea of trading pollution rights was part of the reauthorized 1990 Clean Air Act. The program successfully reduced the amount of sulfur dioxide emissions, which cause acid rain, largely because the sources were few enough (about 2,000 smokestacks in the Midwest) that they could be monitored effectively and because there was a national system, administered by the federal Environmental Protection Agency, to enforce the legally required limits, or caps. Carbon trading on a global scale, however, amounts to an untested economic experiment. The most ambitious carbon-trading experiment to date began in the European Union in 2003. About 9,400 large factories and power stations in 21 member states were targeted, and the EU Greenhouse Gas Emissions Trading Scheme was established to trade pollution rights. In January 2005, the EU governments distributed carbon credits — permits to pollute — to the companies and power plants. The credits were based in large part on what the firms estimated their annual carbon dioxide emissions would be. Because these credits were given out, not auctioned off, the firms did not pay for their pollution. Yet they stood to make money by selling them. The EU's official accounting of the companies' emissions, released in April 2006, revealed that the companies' and power plants' actual emissions came in below estimates. Some said the firms had inflated their earlier emissions estimates, and thus all had credits to sell. This situation produced a surplus. Once it was known that the number of available permits exceeded demand, prices slumped. Indeed, fear that there are too many permits for sale (combined with concerns about the EU's regulatory shortcomings) have effectively collapsed the market. A March 2007 report from Deutsche Bank Research noted that "many EU nations are still a long way from delivering on their Kyoto Protocol commitments to reduce carbon dioxide emissions." Researchers at Open Europe, an economics think tank in Britain, recently issued a report on the experiment. They concluded that the EU Greenhouse Gas Emissions Trading Scheme represents "botched central planning rather than a real market." As a result, the report said, carbon trading has not resulted in an overall decline of the EU's carbon dioxide emissions. Worse, the early evidence suggested that the trading scheme financially rewarded companies — mainly petroleum, natural gas and electricity generators — that disproportionately emit carbon dioxide. The pollution credits given to the companies by their respective governments were booked as assets to be valued at market prices. After the EU carbon market collapsed, accusations of profiteering were widespread. In fall 2006, a Citigroup report concluded that the continent's biggest polluters had been the winners, with consumers the losers. Larry Lohmann, who works with the Corner House, a research organization in Britain, argues that carbon trading is little more than a license for big polluters to carry on business as usual. For instance, the Greenhouse Gas Emissions Trading Scheme was further weakened by provisions that allowed big polluters to buy cheap "offset" credits from abroad. A British cement firm or oil company that lacked enough EU permits to keep on polluting could make up the shortfall by buying credits from, say, a wind farm in India or a project to burn landfill gas to generate electricity in Brazil. "Such projects," Lohmann said, "are merely supplementing fossil fuel … not replacing it." These problems may soon infect the cap-and-trade system of the five Western U.S. states. In July 2006, Schwarzenegger and British Prime Minister Tony Blair announced their intention to join together to address global warming, possibly by linking emerging markets for pollution credits in the U.S. with established ones in Europe. U.S. industry and environmental leaders recently joined together under the catchy name USCAP, for U.S. Climate Action Partnership. Among the participants are Alcoa, Caterpillar, Duke Energy, DuPont, General Electric, Pacific Gas & Electric, the Natural Resources Defense Council and the Pew Center on Global Climate Change. The group called for some form of carbon cap and trade, but its reduction targets, in effect, would keep atmospheric carbon dioxide at roughly current levels over the next five years. The EU experience doesn't augur well for the effectiveness of a global carbon-cap-and-trade scheme in a world characterized by growing economic inequality and enormous differences in governmental capacity to provide oversight, let alone regulation. The risk is that by the time it's apparent such a scheme is not working, extreme climate change will already be wreaking havoc.
